You seem to get many throttles, which is an indicative of buffer depletion.
Try this:

buffers Fa4/1 perm 1000

If your IOS won't let you, get 12.0(21)S2 or 12.0(17)S1 if first one gives
you troubles.

Also, have a look at "sh buffers" output, the part that says "Private
particle pools" section related to your Fa4/1 interface.
