FWIW...

If framing's provided by the network, clock source should be line on both
sides. For back-to-back and dark fiber connections:

OC3 internal on both sides
OC12 internal on one side, line on the other
OC48 internal on both sides

The inconsistencies were introduced as a result of different hardware vendors.
