When you set the bandwidth of a subinterface with the 'bandwidth'
command, the subinterface value is changed in ifSpeed. Maybe you are
looking at the physical interface instead. From my testing and experience
with IOS > 11.2 this command works fine on subinterfaces.
Check out ifDescr to make sure the int in question is a subinterface.
