i'm not sure what "known issue" this is, as there aren't any "known" issues
with WCCP at all.

about the only thing i can think of is that you've been hit by the command
syntax changing.

note that 12.1 mainline is based on what was in 12.0T.
12.0(3)T received WCCPv2 (and dual WCCPv1/WCCPv2 in 12.0(5)T) which had a
requirement for an overhaul of the older (and not particularly well
thought-out) command syntax.

the newer syntax should be able to cover what you had previously.
if i'm guessing correctly, you had WCCPv1 deployed.

to handle the same thing, you'd do:
   ip wccp version 1
   !
   interface <outbound i/face>
     ip wccp web-cache redirect out
