[nsp] 3660 vs. WIC-2T

I'm working with some folks who are trying to get a 3660 to accept a
couple of WIC-2T cards. They've purchased a two of them, along with
a NM-1E2W and put the two WICs in it. With 12.0(7)XK1 and 12.1.2T I
get the same behavior. The router appears to recognize the cards, but
the interfaces don't show up.

The system seems to be happy with the ethernet port on the NM-1E2W.
But unless there's some magic required to get the serial ports to
materialize, it doesn't seem happy with either WIC. I'm starting to
wonder if there isn't some weird compatibility issue here; perhaps
the NM-1E2W supports the WIC-1T but not the -2T?

I'm sure I'm missing something simple. Any ideas what it is?
