I get "history entry" as soon as the prefix has some history to it.
Here's the status after only one flap:

If you check back to my original posting (too long to repost), you'll see
that the penalty only incremented about 600 (from about 2400 to exactly
3000) immediately after an up->down transition, when it should have
incremented by 1000 (according to Cisco's docs). By the time the prefix
was restored, the penalty had already decremented a bit, so it wasn't
suppressed upon restoration of the announcement.
It seems like the history counter won't count above the suppress limit.
Presumably, I didn't goof, but I'm new at this, so I won't rule out
anything.
