DOH! Apparently this was the issue... I missed it entirely even after I did
a 'sh ip wccp' and the version reported as 2.0... I knew my version of Squid
didn't support it... then I should have clued in because of the error
showing an unknown message type... it all makes sense now and it's working
fine.
Sorry for wasting bandwidth...
BTW - Should the router be defaulting to version 2 or is this some sort of
bug?

Did Lincoln post the WCCPv2 code for Squid? I know he is really busy right
now, but it is on his list of things to do.
If not, then it most likely is a issue with WCCP defaulting to WCCPv2. Can
you forward a IOS config - we can take this off line to fix.
