Hi.

Either another host on the network has a next hop for a network (of which
default is a special case) of its Ethernet interface (on the same LAN as an
interface of the router), thus causing an ARP for anything under that
route.. or your router in particular has the same problem, the next hop of a
route being the Ethernet interface and every single match having to be
ARPed...

One quick way to see if it is that the other end is relying on your router
supporting this, although it will break whatever is on the other side is to
turn off no ip proxy-arp on the interface from the network in question.
