If you are using HP OpenView (and possibly other net management tools), look
at the setting for how often it scans for new network devices. I've
actually had HP OpenView crash a router or two by overflowing the ARP tables
on a good size network.
Don't know if you have a network management app on your network, but try
disabling it and then taking a look at what the CPU reads...
