this is incorrect information. here's the upgrade path for OC192 speeds:

12012 not upgradable
12008 not upgradable
12016 upgradable to 12416 via fabric card change
12416 OC192 full rack (same as current 12016), 16 slots
12410 OC192 ~1/2 rack, 10 slots
