That's only true if you use CAR to *drop* excess traffic.

The trick is to use CAR to "down-mark" excess traffic with a different
TOS/PREC/DSCP, and then use WRED to provide different drop preferences
for in-profile traffic than for out-of-profile (down-marked) traffic.
