[nsp] using CAR and matching on QOS_ID or Prec

i am testing CAR on a GSR. I want to match on QOS_ID but when i do this i
get no matches and traaffic works normally.
however if i match on an access group then in works.

is this a bug.

an additional question to this is if using CAR on a GSR, then i am using
MDRR.

would the process go CAr then MDRR queue or vice versa
