[nsp] MAX VPI's on a GSR?

We are configuring our AADS NAP connection on a Cisco GSR12012 running
12.0(14)S1 and after configuring a pvc we got the following message:

You are running out of VPI space.
Max allowed=3.
Existing VPIs are:
0 3 4

Has anyone ever seen this before? This is a service provider build of
IOS, so I assumed (obviously incorrectly) that I would be able to create
PVC's using more than 3 VPI's.

What revision of code do I need to run to accomodate more than 3 VPI's?
