We ran into this same issue the other day, after discussing it with TAC it
appears you have to have enterprise IOS in order to support more then 5 vty
lines.

Yes and no. Protocol translation is the specific feature that needs to be
built into the IOS image to support more vtys. A quick check with the
feature navigator on CCO shows the following feature sets support Protocol
Translation in 12.2(1) and later:
