the minimum IOS release for a NM-2CE1 and a NM-1E is 11.2(10)P.
latest 11.2()P software is something you can try. but that still
requires 24 megs according to the memory calculator. so downgrading to
11.2()P is not likely to help you, but you can probably give it a shot.
