The problem may be this - the FEIP interfaces are each half-duplex.
Have you tried making one interface do outbound traffic and the other
inbound?

Or, you can use the 'transmit-interface' hack to get around this.

To see if this is the problem, borrow a VIP-2/40 with PA-FE-TX and
plug it into your switch and see if the problem goes away.
