Interesting that the link is nonetheless being seen as 100% reliable (over
the last 5 minutes anyway).

Pretty much what it sounds like -- a change of state in the interface's
carrier detect signal. An indication that the link is/was indeed
experiencing breakage of one form or another (though a small value like
that, maybe somebody was fiddling with a cable connection?).
