Perhaps a silly question, but... do you have "neighbor x.x.x.x soft-reconfiguration inbound" configured for the peer, else the "cle ip bgp xxx soft" probably won't do much good :-) If not, I'd suggest a "clear ip bgp x.x.x.x".
