Mike,

Correct. A neighboring relationship for EIGRP will only be established on
the primary addressing/network for the involved interfaces. The primary
addressing on the interface of the 7513 and the 2509 need to reside on the
same subnet. If you must use secondary addressing on one of the routers, I
would suggest switching the primary/secondary order on the router most suitable.

If this is the only apparent problem, you should see your neighboring setup
almost immediately after changing the addressing. If not, perform a 'clear
ip eigrp n' to kick-start the process.

In the future, forwarding the actual configuration of the involved ports,
and your EIGRP configuration would have probably helped diagnose the problem
a bit more quickly.
