 Release Notes

 Some notification messages are not processed before resetting.
 This seems to occur in peering with certain non-cisco boxes.
 As we rely on the notification message from a peer to automatically
 backoff with the capability feature, this bug may cause such
 peers not to be established.
 The workaround is to configured "neighbor x.x.x.x dont-capability".
