Well, we've been trying for 10+ years to figure out how
to do any but the most elementary form of multicast
routing. It's turning out to be an extraordinarily
hard problem to solve.

So, we figured, when writing the requirements, that
we'd make multicast a non-goal. If we were to make
it a goal then we could not declare "victory" until
the multicast problem is solved, which could take
a very very very long time.

That said, some other requirements are that the
architecture be built out of separable components,
with an eye toward a) replacing current components
with newer ones and b) adding new ones as we figure
out how to do new things. Another item, buried in
the document someplace (at least it should be there)
is that the routing system should be viewed as
providing services to applications, the most
obvious of which is "unicast forwarding". Others
would include "MPLS path setup" and, when we figure
it out, "Multicast Tree Determination".

The idea is that we know we have to solve these other
problems, but that right now we are to concentrate on
building a strong foundation, over which these
other things can be built.
