Hi Peter,

It appears that you're using an address which might (incorrectly) be
interpreted as a network address as a next-hop - 3ffe:80ef:201::0.
It depends what the prefix length of the network containing that host
is. If it is 3ffe:80ef:201::0/48 or longer then you have specified a
network address. If it's in a shorter prefix network then this might
be a valid host address.

The next-hop is also within the prefix to which you're routing (also
not illegal but possibly incorrectly programmed as such).

I'd start by trying to configure your router as a host with a
non-zero host-id. Then, if that still doesn't work, try statically
routing to a network other than the one you're in! If that still
doesn't work, talk to Juniper TAC.

Regards,

Guy
