Most rfc loosely define things, like the constitution.
Its up to vendors to interpret them..

can't confirm as I don't have access to a Juniper at the moment nor am I
running OSPF on any CISCO routers.
Reading the RFC will explain this a bit better then myself cutting and
pasting back to the list.
