The answer is 1. It allows you to advertise routes that are the best BGP
route, but which are not used by the router because a similar route from a
more preferred protocol is installed instead. It does not allow you to
advertise routes that are not the preferred BGP route (when you have multiple
routes learned via BGP to the same destination).
