There are a couple of ways to do classification. What you describe below is what we can a "Multi Field Classifier". Here's a link http://www.juniper.net/techpubs/software/junos52/swconfig52-interfaces/html/cos-overview4.html#1024353. Also, attached is an example of a filter matching on IP Precedence. Although, the match and action conditions can be anything you can match in a firewall filter.
