Frame-relay encapsulation is for a typical frame-relay connection - per RFC
- 1490.

Frame-relay CCC encapsulation is the same as standard frame-relay for DLCIs
0 through 511. However, DLCIs 512 through 1022 are used for the Circuit
Cross Connect feature. The CCC feature allows you to tunnel frame-relay (or
other layer-2) PDUs via an MPLS LSP.
