Frame Relay is for configuring normal IP interfaces with Frame Relay
encapsulation.
Frame Relay ccc is for Frame Relay Circuit Cross Connects, that is, make the
Juniper box behave like a Frame Relay switch or swich this traffic into a
MPLS LSP.
