[alcatel-nsp] Automate SAM Provisioning through text/csv?

Why not automate the production or alteration of the router's  
configuration file instead? That file is just a text file, and can be  
copied to the router using FTP or SCP. Any change made on a router  
will then be sucked up into SAM.
