[alcatel-nsp] IES w/ BGP

Hi Bryan,

Bgp support is there for vpls-ad (auto-discovery), thus the only family supported is this one and not ipv4 or anything else. That's why you were seeing parse errors in the alarms, since the family support was different between peers.
