[alcatel-nsp] VPLS Redundancy

There are multiple options on ALU:

-      MC-LAG: with or without LACP to the client

-      MC-Ring: uses BFD and ARP

-      BGP MH: uses BGP multi-homing draft

All of these do not requires xSTP
