[alcatel-nsp] default network-queue policy

Hi, Bryan

1. This is the egress queue policy trerefore multipoint queues are not 
applicable.
Pool Resv value does not equal the sum of CBS because it allocate from 
physical memory with chunks.

2. No. When in-profile datagram arrives, it will contend with other 
queue' traffic for shared pool.
HPO garantee drop out-of-profile datagram only.
