[alcatel-nsp] Can sap-egress policy remark dscp on L2 service?

Unfortunately, no, L2 services can only mark .1p bits but not dscp.

The default queue is 1 though. I tried a different queue and that
doesn't matter as well. I have found some material that says only
dot1p can be marked on a vpls/vll sap-egress.
