[alcatel-nsp] No 7x50 LDP alarms on SAM

Hey Kevin,
yeah i checked if alarms are squelched..and they aren't, looking at
debugging logs on elements and interface snooping on SAM indicates that
traps (LDP related) are sent and received. i do have northbound system
configured on SAM which i will be checking out soon to see if SAM forwards
these discretely.
Alarm correlation was another area i was interested at, it's weird that i do
see OSPF alarms correlated i.e with a port down alarms etc. but not LDP.
