[alcatel-nsp] Low voltage condition causes CPM2 and IOM2 to fail

Hi Jim,
 
Both incidents happened due to unusual circumstances with the office power, where voltage and amperage were lower than typically expected. 

However, I would expect that upon restoral of the DC power system to a fully-operational state, that the router would boot without needing to replace several hardware components.

Andy,

Make sure you have enough amperage to power these cards, check the wire gauge; voltage is not enough.

We might have just seen this. The cards never boot and have to be replaced?
