[alcatel-nsp] Low voltage condition causes CPM2 and IOM2 to fail

We have witnessed this exact behavior with our 7750 SRC-12s on numerous
occasions when we lose site AC at our remote substations or radio sites.
For some reason the router locks out and we have to roll a truck to
physically reset the power switches off, then back on, at which time the
router will reboot and come up clean. We have not experienced losing any
MDAs however. 7705 SAR8s do not have this issue and will immediately come
back up upon receiving -48v.

In our subsequent testing in our lab we found the SRC-12s to run down until
about -38.5V before failing. We passed this information upstream to ALU and
were told the power supplies were OEMd from various manufacturers and there
was no solution to the lockout. We've since invested in extra gen-set
maintenance to ensure that when site AC is lost, we rarely lose our DC bus.
