[alcatel-nsp] Strange throughput decrease after implemented LAG

The description from the user guide makes it clear that this is applicable
to access side of things (access/hybrid ports).  Also explains why in
default mode you’re seeing 50% of traffic using access lag.  If you had a 4
port lag, you’d only have 25%.
