Help Norm with a BC-342 find...

Norm has found an interesting BC-342 and
needs the help of those more versed in the
older stuff than I am.
It almost appears to be a prototype, maybe,
in that no contractor or contract number
appears on the ID plate, just the phrase
"Designed at Signal Corps Laboratories,
Fort Monmouth New Jersey"
