Some 400-cycle Transformers Relabeled?

A friend showed me two sealed UTC power transformers.
Except for their markings,
they were absolutely physically identical including their weights.
One was marked for commercial use and its primary
was speced "115 VAC 60 cycles."
The other was marked with a military specification
that read "115 VAC 400-800 cycles."
I worked with government folks a long time.
The contract officers want to see their "spec" matched exactly.
Is it possible that these transformers were, in reality,
identical transformers,and that the military
one had simply been labeled "400-800 cycles" because that's
what the military contract specified? I've never seen
a power transformer work over that wide range,
but I haven't seen everything ;-).
