ARINC.  Originally Aeronautical Radio, Inc.
http://www.arinc.com/About/first_vhf.html.  With that 1938 date, they're
really talking about the Western Electric 233A, though, which was
adopted by the military as the AN/ARC-4.  ARC-1 might have been an
in-house ARINC marketing name for it, though.  Work on the AN/ARC-1
didn't begin until 1942 by Bell Labs for a Navy requirement.  It's
interesting that Bell Labs doesn't mention ARINC - only having done the
design and development of the 233A for Pan American.  :-)
