If it didn't have a modulator, unless it is really a
linear (which it quite well could be), then CBers
wouldn't be interested in it.  However, it sounds like
an attempt to get around the "legal" requirements of
not producing a linear amplifier for the 25 MHz to 35
MHz range by indicating that it "really" covers 21
MHz.  There is a good chance that the VFO just happens
to work very will with a 4 watt output CB rig.
