Arcing Problem with DX-40

I have a problem with a DX-40 that  I am trying to get going. When I
turn it on,
their is arcing  taking place on the function switch when in the
tune and the standby position - it does not arc in the AM or CW position

where it works normally and puts out 50 watts.  When you turn to one of
those positions (tune or standby) after turning the unit on, it begins
to
arc across the contacts. I have used De-ox but it did it before the
De-ox
was applied.

I saw this 4 years ago on another DX-40 but don't remember the fix I was

given which worked.

Any suggestions?
