HA1 advice?

Have a Hallicrafters HA1 keyer, which works fine, except for one thing:
When put in the hold position, it activates "key down" for a few seconds,
then releases.  Put the speed switch in either high or low and back to hold,
and it does it again.

I can't tell from the schematic which position of the switch is the hold.  I
suspect one of the resistors is bad, but short of replacing them all, I'm at
a loss as to which part of the circuit is the hold.

Any ideas?
