Hi Alan,
    Since it's a relative indication, not absolute,  of RF output, it
doesn't matter much how it's set initially.  Probably just leave it abt in
the middle, and use it to indicate your output power as you tune up, or
wait until you are tuned up & set it so it's close to full scale when
you're at full power.  It'll be different depending on what band you're
on.  If it goes full scale back it off, if it's too low, "crank it up."
