Keep a rig in a steel carrying case and problem solved.
Any EMP source that can destroy a solid state rig in a
steel case inside my steel house will kill all of the
people with whom I'd be trying to communicate with a
tube rig anyhow!
The residual noise is unlikely to permit communications
not utilizing really effective DSP filtering.
One may need to use a digital mode that penetrates high
noise levels. That *may* be CW but I suspect something
more sophisticated may be necessary.
Just in case ... will keep an all-tube BA station on hand
... even if I have drifted from 20WPM down to 5WPM by
neglect!
