Because a CSCE was never submitted to the FCC. 
Therefore there is no indication that the person has
upgraded.  It only serves to indicate that you had
passed the examination.  The VE needs to submit the
proper paperwork to the FCC to indicate that the
examination was passed and I don't see any of them
doing that without an additional fee.

With a flourish of bureaucratic authority the FCC just
waived the Morse Code requirement, they already know
that the existing CSCE's represent full General Class
standing the moment their order is actualized.
 
They are already overwhelmed with paperwork, why cause
themselves more?
