Any angle modulation including FM and PM is perfectly
legal right now in any band where phone operation is
allowed EXCEPT for the 60 meter band.  However, the
modulation index cannot exceed 1 which means with the
usual maximum audio frequency of 3000 Hz that the
deviation cannot exceed +/- 3 KHz on transmitting
frequencies below 29 MHz.
