How about this.  Totally reconstruct the fused plug,
with fuses, and attach it to the transmitter with
authentically copied #14 grey zip cord.  But have an
"adapter" box that has a two-wire socket on one end,
along with big, brass nut and bolt for "ground".  On
the side of the adapter would be a brass plate that
*insists* that the ground lug be connected to the
ground lug on the transmitter.  On the other end of the
adapter would be a three-wire cord and conventional
three-wire plug.  Inside the adapter would be a
ground-fault interrupter (GFI) that would immediately
kick out if there was even a microampere of unbalance
in the AC currents going to/from the boatanchor. 

Yeah, I know, ridiculous...
