The 22 Ohm resistor is just a form to hold the wire, which is the actual 
shunt (bet you knew this).  I'm thinking bad switch contact or broken wire, 
because if the shunt were open the meter would go wildly offscale and 
probably fry, since it's likely a 1mA movement.  And I don't see how the 
shunt could be shorted, unless it's at the meter switch, where the wires are 
soldered to the contacts.
