The cabinet was insulated from the chassis when new.  That is definitely where the ground (green) wire needs to be connected.  If the insulators between the chassis and cabinet have gone bad, they need to be replaced.

Where would you connect the ground sire in that case?  Maybe the cabinet, if it's properly isolated from the chassis.
