[Boatanchors] OK, I give up. What is this?

Obviously a varient of one of the the famous HBR series of homebrew ham-band receivers, using plug-in coils, by Ted Crosby as featured in QST.  This one appears to have 15 tubes so we could call it an HBR-15.
